Finnish Hotline Nettivihje is a service where anyone can make a report if they suspect they have come across material or activity related to child sexual abuse online.

Sexual violence against children includes all acts that violate a child’s sexual integrity and right to personal autonomy.
We work to counter and prevent child sexual abuse, especially in digital environments. Our aim is to promote the rapid removal of child sexual abuse materials from the web and to prevent children and young people from becoming victims of sexual abuse.
Processing of reports
The only hotline in Finland, Nettivihje, is Save the Children Finland’s service through which anyone can submit a report if they suspect that they have come across child sexual abuse material or child sexual abuse.
Our goal is to advance the rapid removal of child sexual abuse material from the internet and to prevent children and young people from becoming victims of sexual abuse.
Members of the INHOPE network like Nettivihje, analyze the reports they have received and share information with one another. After this, the information regarding illegal material is forwarded to the Finnish National Bureau of Investigation and Interpol. Internet service providers are also notified of the illegal activity so that the material can be removed. Eventually, the illegal material is removed from the web.
To Nettivihje you can report for example:
- images or videos depicting child sexual abuse
- solicitation of a child for sexual purposes (grooming)
- sexual harassment or abuse of a child
- nude images of a child distributed online
- human trafficking involving child sexual abuse
You don’t need to be sure. Don’t hesitate to report it!
The processing of materials submitted to the Finnish Hotline complies with Finnish legislation, instructions from the authorities, INHOPE’s Code of Practice and good practices. Experts working in Nettivihje receive training in processing and classifying reports from INHOPE and international police organization Interpol. All images and videos submitted to the service are assessed individually and classified in INHOPE’s ICCAM system according to the Interpol’s ICSE database.
Finnish hotline will also contact the service providers directly to encourage them to remove the illegal material. Most of the illegal material referred to in the received reports are hosted outside of Finland, which means that passing on the information within the INHOPE hotline network is important. The information is passed on to the other hotlines via the ICCAM system maintained by INHOPE. The system also transmits the information to Interpol.
Reports involving suspected illegal activity against a child, such as solicitation of a child for sexual purposes, are assessed and referred to the authorities for possible further investigation and action. We also provide those who report such incidents with advice and guidance, including information on support services. You can receive this kind of support by submitting your email address.
Reports will be processed within 48 hours, whenever possible.
We will respond to reports with the sender’s email address attached as quickly as possible.
Nettivihje service works anonymously. The experts’ names are not included in the messages sent.
You can report child sexual abuse material (CSAM) anonymously without any information being recorded of the sender. Read the privacy statement for Nettivihje service.
We work in close cooperation with the Finnish National Bureau of Investigation. Information pertaining to illegal material and activities is submitted to the Finnish authorities for assessment and further measures according to mutually agreed policies. Details (URL) of any material assessed as illegal and infringing on children’s rights that are hosted on servers abroad will be passed on to the representative of the INHOPE network in the country where the material is located. The hotline service will assess the material in reference to the country’s legislation and pass on the details to both the local authorities and the service provider so that the material can be removed from the web as quickly as possible.
If we suspect that a child has been the victim of a crime, has committed a crime, or has witnessed a crime, the child’s details will be reported to child welfare services if they have been provided when submitting the report
You can easily report suspected child sexual abuse material or illegal actions against a child to Save the Children Finland’s Nettivihje. You don’t need to be sure. We analyze the report and forward information regarding illegal material and activities to the police.
If you suspect that the material or activity you saw concerns another type of crime or the preparation of a crime, report it to Nettivinkki online tip-off service provided by the police, file a police report, or in an emergency, call the emergency number 112.
You can leave a tip for the police via Nettivinkki service about a non-urgent matter. A tip to Nettivinkki is not a report of an offence or an administrative advisory service. The police will check the tips during office hours.
Nettivihje as a trusted flagger
EU’s Digital Services Act brought along the opportunity for organizations to act as trusted flaggers. The status is awarded by the Digital Services Coordinator of the Member State of the applicant, which in Finland is Traficom. Nettivihje has been a trusted flagger since June 2024.
The Digital Services Act imposes obligations on digital service providers to improve int. al. the safety of their services. Digital service providers are e.g. online forums, social media platforms, and online market places. Digital service providers must process notifications from trusted flaggers as a priority and without delay.
